In many cases, the clinical trials on which data release is held for a scientific conference are not ongoing but rather have ended. But the main point is that the FDA-imposed rule you refer to does not exist. There are myriad counter-examples—probably dozens on this board alone—where companies have released clinical data to the public outside the scope of a scientific conference.
