Agreed... for the majority of IND filings the applicant would stay in touch with the FDA during the 30 day process to ascertain if there would be a rejection of the application or modifications required. Its a bi-lateral comm line.
That fact that they are moving ahead with the extraction facility means they are confident the IND will get the green lght (as you stated).
