It makes me wonder if the company and the FDA have a “handshake “ type agreement for the initial batch of 100k doses to treat Covid.

Silly, this is not how the FDA works. But it is how The White House Covid Response Team/BARDA (the former Operation Warp Speed) works. Humanigen was given clear guidance on what an award/purchase order would look like if an EUA was granted.

Actually, it is. The FDA and corporate America is an employment revolving door, with special interests being catered to all the time in behind the scenes deals. Shoot, for that matter so are a number of governmental agencies, hence, my rather low opinion of anything of a governmental nature above the level of most local government entities (and even then, pretty shoddy things take place. . .) The pink slime debacle from a number of years ago made that pretty clear. . . .
