All that means is that if the company so wishes to not move forward with the project, they do not have to take the money, they are not obligated to do so and no negative impact will occur from either side if that decision is made. But they finally got the approval that is underwritten, full guarantee with security...so they will be moving forward or else they would not have gone thru this process to begin with.
