Robert - Under the old system its the average of the high 3 salary - not necessarily, but usually the last 3.
But if he started post 1983 he is under the new system which is a combination of a partial pension, social security and TSP/401k. Also, even if he started pre '83 there was a couple of open seasons where he could have opted to change to the new system; or, if he quit when working under the old system and came back later he would be an offset employee. I am sure that there are other senarios and possibilities in regard to his retirement. But, in any case, based his salary, he partying every night at the Dominion Valley Country Club. And we are stuck with the bill.
