BPTrader, I agree with you comment:

I do have to say that i think the major buying at times is the company itself.

Even though LIGA doesn't file FORM 3 or 4, the company does not hide the fact that they are always in the market to buy the company common shares, as found in LIGA's current 10-K:

The company reiterates that management retains the right to repurchase stock at any time.
