It is inorrect. I don't think anyone with an IQ above the single digits really believes that. It's just a line sad bagholders say to each other to ease the pain. There is really no sense in which you haven't lost anything when the price of a good you possess goes down.
Do you really think you don't lose any money on your depreciating car until you sell it? I don't think anyone would be dumb enough to think that.
