Why would OZSC receive a PO, signed or otherwise, for receiving someone else's product for distribution?

Does it really mean that OZSC allegedly bought the Yingli panels for the alleged price of $2.1M and happened to get the signed PO back from Yingli? Instead of what was implied...that Yingli bought the panels from OZSC?

I think it would have made more sense to structure their press release with this first-
OZOP Signs Nationwide Module Supply Agreement with Yingli Green Energy Americas

And then announce the $2.1 million in purchase orders utilizing their new agreement

That is how I read this.
