Whenever the SEC Admin Law Judges (A.L.J.) render an Initial Decision it demonstrates the A.L.J.'s intentions to revoke those companies' stock registrations, but the registration revocations only occur when the A.L.J. render a Final Decision. Sometimes the Initial Decision is reversed and no Final Decision is rendered, occasionally, but rarely, dismissing the original SEC Admin Proceeding to revoke a company's stock registration for severely delinquent Financials.
