The lame ass letter Scottrade wrote



"Scottrades Risk Management Dept regularly reviews stocks for unusual activity and we reserve the right to restrict certain stocks online.At this time we have no definite timeframe as to when the restriction will be lifted and we apologize for any inconvenience this may cause.The stock may be sold online but purchased thru a broker at the internet rate."

The truth would have read like this:
"At this time we have prefered friends who wish to purchase the cheap shares being diluted on this security at this time.After that is completed,you will be allowed to make online purchases"

no they dont give out reasons, but I do know that when they see volume like this and it doesnt move and there is no news and its at this price. they restrict. TD ameritrade/scottrade/schwab/citigroup and I'm sure there are others all do it
