No they have not just started. Example Moderna:

Actual Study Start Date : July 27, 2020
Estimated Primary Completion Date : October 27, 2022
Estimated Study Completion Date : October 27, 2022

9 months later isn't exactly "starting".

BTW - Come Jul 2021 one will have a large vaccinated population size.
