Again, no he did not say that in the beginning he put out PR's that stated $2 million funding had been agreed to by various OTC's none of which has come to fruition. May of last year:

He recently stated (March of this year) they would be selling shares to raise capital, funny thing is Goulding is getting all the shares and no capital is being raised (look at the balance sheet)...
