They tried really hard to keep this under 9.50 and the utilization rate is now 100%, to me this means those 200k short shares available @ 16:45 for 26.1% are used up? Is this what your saying?

Not news... Been like that on schwab for a long time, ant least I've seen notices. Believe that is true no matter what brokerage you use ... not much can be borrowed anywhere.
