My first purchase was just over 3 weeks ago. Then about a week and a half later. Both purchases were accepted. So I think it depends on where in the review cycle you buy. Coincidentally another aquaintence just had his shares successfully transferred to Fidelity. There were a few gotchas that slowed down the process, but it went through and only cost a $100 fee from Cleartrust.
