It looks to me that CSP is a one off approval on a case by case basis. I was not saying payment could not be received for CSP. Commercialization means getting approval to distribute LL to the masses, without requiring individual approval for each case. The Philippines FDA document clearly makes a distinction between CSP, which we presently have and approval for commercialization, which we presently DO NOT have.
