I agree with you but what you fail to note is that the Philippines is a dictatorship and if Duerte wants it approved, it will be approved regardless of what their head of the FDA says.

The fact that the Philippines approved CSP for Leronlimab AFTER evaluating the DATA CytoDyn presented for Leronlimab should tell you they definitely not only met the standard of threshold they are also very impressed with the data.
