Only if the insiders were buying based on secret information they were giving that's not been made public yet. Of course then you have to determine whether the information is enough of a game changer to warrant Being insider.
The bigger question is what do they need a loan for right now. They're supposed to have enough cash for another drlling operation or at least the majority of it.... So why were they in need of another loane right now.?
