In a sense, you are correct. I seem to recall someone screaming, at the time, that 10% was a predatory lending rate, but not to a sympathetic ear.
Money was available to F&F at a much lower rate but the scandal required they get money from the mafia/government. I think the rate was set by those thinking that 10% would be high enough that they could not handle.
