Nick has agreed to EVERY DEMAND from Rhode Island government. As long as the Medrecycler performs as advertised (and there is NO REASON to believe that it won't) then it will be up and running in the summer.
There are other Medrecyclers being planned and I would expect those to be announced by the summer as well.
