They may be poor per capita but it is the 29th largest economy and I don't think $200-300 million dollars is going to plunge them into obscurity . Thinking that way would make me go bonkers.

Let's not forget that the Phillipines Has over $14 billion in loans and grants to fight Covid. Perhaps that can sooth your concern for funding.
