It was what we technically call a jest. A send up! A minor witticism.
A diminutive parody of the impecunious nature of the DECN franchise under Keith Berman's disastrous stewardship if you will, vis a vis that given the nature and volumes of shady loans that have been taken out ostenibly to keep the lights on, it was alluding to the contention that the current creditworthiness of that individual and/or the DECN franchise is presently such that it would not even extend as far as sustaining the loan of a disposible ball point pen!

And unlike the fraud charges facing DECN's CEO, it was not serious!

I am sorry if that was not adequately apparent from the anunciation! But maybe my diction was impaired by the fact that my tongue was lodged firmly within the confines of my cheek when I said it!?
