We know the drug is already perfected, so all they can be talking about is the delivery system.

They can't have it as an IV due to that not being advantageous for widespread use, that's for sure, so a shot, pill, nebulizer, or some other easy to distribute and apply system must be found.

I have to think Dr. DeGrado has been thinking about this need for a number of years as he knows what a powerful broad spectrum wonder drug it will become one day (once the final delivery system is perfected).
