If you can buy up all the dilution, then yeah it will bounce.

Pretty much all OTC stocks run because someone stuck in it wants outs.

Believing that shorts are manipulating an OTC stock for $5-10 million is ridiculous.

Easier money with lower risks to be made elsewhere shorting.

I am a retail trader like you. Thinking that some mystery short is manipulating an OTC stock is dangerous.

High volume on news and no to little upward movement is indicative of dilution.
