You mean the 10M in the restricted? Those typically come from business deals. Certain conditions and goals and time have to be met for them to become tradable. That being said keep an eye out for some news based off that transfer.
As for retirement/buyback.. could be in the cards if they want to make a serious run into nasdaq but that’s a ways away
