Ah, to make green! Green is used for a whole lot of reasons, many such are short term demands. Lacking respect for short term needs (not to be mistaken as shorts) is a mistake. Trader churn is just as important as long term loyalty with stability.

BOTH are required. Action is what raises the bar. Even takes some action from management to issue PRs that reflect some sales and profit stimuli for trade not only admin accomplishments that do nothing but meet formal requirements - hardly moves the ticker in the best of days.
