We are in the same province.
Your broker needs to make a request to both the BCSC and the Manitoba Securities Commission, then send that to IIROC, they will then lift the CTO provided you bought them while you lived in Manitoba.
It took me a long time, but thankfully, a very helpful lady at the BCSC and IIROC walked me through it.
