So the CEO is bluffing?

It seems like an awful lot of work to be bluffing:

- He held a shareholders meeting to approve it the 1st time back in 2019.

- He enacted it, then changed it, then cancelled it with the WY Secretary of State in 2020.

- Then he approved it a 2nd time in 2021.
