So, knowing lawyer, they camped out and waited for the last possible second to file.

I didn't agree, but was part of HMO that filed a suit against a grocery chain to stop them from building a store nearby. They said they knew they couldn't win, but goal was to stall and make it painfull and hopefully store would pull out. It wasn't about winning but being a pain. They stalled it about 4 years but store went in. Again, I didn't agree with this, period, but is what it is. Point is not all suits involve a just cause.
