Why were they even going after the Philippine market in the first place?

Most states have more cases in one day than their entire country.

The reason is they thought they could try and pressure the FDA if they got some country to approve it. It was an end around from the get go.

Then I would expect leronlimab to be bought in droves by Brazil. The country is in such dire need and leronlimab is a miracle drug, so when it doesn't pan out yet again what's the excuse this time?
