Utilization is a percentage of the float that has been bought and is being held. It means HFs are playing with 7% of the float (approximately 32k shares available). This is huge! It corresponds to the movement of the RSI. RSI represents the direction of the price based off volume and available shares.neutral is 50, over sold is 30 and over bought is 70. The less shares that actually available to be traded means the RSI will have very Volatile swings up and down. That is what we are currently seeing.
