The S.E.C. rule applies to OTC stocks. Greenshift is at the bottom of the barrel, a Pink Sheet stock. That's where it deserves to be until it places some useful information on the company's website.

Their Portfolio page and their Investors page are still empty. People who haven't followed the news about this company are probably unaware that Greenshift's last S.E.C. filing was the 10-Q for the third quarter of 2016. The U.S. President was Obama at the time.
