I do NOT believe that's what NEWSWEEK meant. NEWSWEEK stated:

Our time frame ran from the earliest possible dates, "before 1990," to ensure every COVID vaccine was included.

In other words, they put a VERY early date into their search criteria to ENSURE ALL COVID vaccines were included in the study.
