They must have the rights to that domain name as well, since it’s already been purchased by someone who have the rights to that exact domain name.

Maybe they plan to launch a Brazil website as well.
Maybe they plan on launching them at the same time.
And they had the China website up temporarily as a test, and thinking no one else would notice.
