It reads series C is acceptable to a RS same a commons. IMO it's just an interpretation of the filing basics. Like posting disclaimer sections but not showing the whole article or any links. Seen this all over lately. Some fall for it some trade thier own way. Also IMO the rs mentioned would not solve anything as the amount would still convert the same. The point being, settling those notes to a later date relieves retail dilution pressure and will allow the stock to trade freely. While the company regains revenues and apparently has some news coming for a new product or contract. Will take time to see how and what they are bringing. GLTA BYOC
