There is an issue retrieving shares would be my guess. The fact that Lazar withdrew custodian termination would lead me to believe there are some other legal issues keeping the shell from being released as well as the shares.
Very possible that Wei Tian has backed out of the deal or that the courts are objecting to the sale prior to Custodian termination. Something major is happening for DTC to freeze shares and Lazar to withdraw from custodian termination
