You might explain to Fidelity what they are - let them know they are debt securities with COTRP, CBTRP, and CBJCL are all pari passu (equal standing) which are eligible to receive distributions as the JCPenny bankruptcy winds down - ask them to advise their Corporate Actions department. I never tried to buy in my Fidelity account, but I have all 3 in my Etrade.
