What impact would/does this new rule have on Santo? Good or bad?

The DTCC is user funded. That means the entities they police also fund the DTCC operation. What's the incentive for the DTCC to step on the very agencies that fund their operation.

I'm going to ask Janice Shell her thoughts on the enforcement of this new rule.
