Oil and gas is not a joke. Are you an oil industry expert? There is plenty of scientific documentation proving HOCL's benefits in many applications. Specific to oil, it has been used in Russia successfully as a biocide.
One of the big factors preventing it's use has been the short shelf life and difficulty in producing large volumes required in enough time to be practical. PCTL's machines have the ability to produce fluid that has a longer shelf life effectiveness, and they have grown their network to place where they now CAN produce the volume.
The tests are needed to provide that data, even though they already "know" the results. They need the numbers specific to the PCTL product to tie it all together.
Once again not a joke. Holcomb is not a joke, have you looked at all the top companies who have retained his services? These companies do not employ snake oil salesman, nor do they call them their scientific advisors.
We will see how it plays out in the weeks ahead, but their is plenty of reason for optimism here.
