Actually, no. That is an assumption on your part. The SEC already has a policy for SEC filers, and that is "you are delinquent". IOW, file, or be removed.
This all makes sense to me. It wouldn't be right to move some companies who are planning to file, to the grey markets, as a rule. Companies like ITUP.
