At the time they had 500 million common shares the price was between .0001 and .0005.

This proves it is old news!

If this was a current offering the common stock shares would be listed above 2,460,000,000 at a price between .009 and .016

These numbers prove this offering is either old, or the numbers used are just a bureaucratic fomality that it must be taken from the most recent 10q which was for sept 30 2020. In which all suggested fears are also mote!
