It's not obvious at all. What information would cause a security problem for the trial that isn't required by Section 801 of the Food and Drug Administration Amendments Act?

No one is asking for any more information than is required to be made public within 21 days of the enrollment of the first participant in a US trial.
He can wait until whenever that super secret date is, of course, but your unexplained "security" reasons don't relieve him of that responsibility.
