Submit the transfer with E*TRADE. They don’t normal except transfers of OTC stock but it’s a case by case basis. I am also in the process of doing the same and I know people who have already successfully transferred the shares to E*TRADE

And if E*TRADE says no. Fidelity will do it as long as the stock is trading above .25
