Okay you still haven't said anything new. Share outstanding is how many shares are held by investors not how many are available. I have looked on the otcmarkets.com website that you linked and it show 3 splits. 1 split was a 5 for 1 where the investors got 5 shares for every 1 that was held. The next 2 was where investors got screwed by reverse split. In 2001 investors got shares taken away. For every 10 shares you held you got 1. In 2018 investors got 1 for every 100 they held. That means the total number of shares decreased not increased. I was one the got burned in 2018 buy get cut down by 1 for 100. I cannot seem to find the logic where you guys are claiming they are "creating shares to dilute". They have cut the number of shares available. According to that website there are only approx. 6 Billion shares left for purchase as of 2/11/2021
