Insiders most likely are not interested in causing the pps to spike, unless their plan is to dilute (dump shares) into a spike. If they are more interested in following appropriate communication protocols with the FDA then I suspect that they will PR when it makes sense to do so, rather than be driven to spike/pump the pps.

Could also be that the news come end of the weekend so that monday starts off strong right away, thats my 2 cents
