I aam not sure where you got those ##'s but things are going to change under this new admin. They remember the top rate of 70% waay back in the 50-60's so LT will get maybe just under 40 and ST will be over 50 jmo ut gove need money and big time money. Can't get it with high unemployment as those folkds don't pay tax.

In that range of 0-$40,00 for long term
capital gains does that include other income?
