Apples and oranges. I commented about the test inappropriately changing behaviors as a green light test and you're talking about a better red light test.

I can't comment on the role of construction sites but from what I have read, most problematic contributors of spreading the virus are the result of long periods indoors among large numbers of people-- restaurants and bars, call centers, and food processing plants are some of the worst contributors.
