Actually I believe he has every reason to expect the Covid19 trials will be successful. If you read the PR's from February 18, you will see a series successful reports of independent research done by competent government research laboratories.
The CRO was hired months ago and is responsible for the details of setting up the human clinical trials.
The trials will be underway soon. The trials should be relatively short. We will know the answer soon
