"We have sites (per Dec 21st PR)"
That may or may not be true, but the Dec 21 PR is as usual vague on details:
"The Company will now complete site initiation visits and contracts to add additional clinical sites to the study."
While completing suggests or implies that there have already been site initiation visits, it could also mean that as of that date they hadn't actually started.
Leo Ehrlich is a master of vague and amorphous statements that can be interpreted in the most positive way possible (and always are by true believers, in spite of history suggesting they should be treated with extreme caution), while allowing himself enough wiggle room to avoid being sued or prosecuted for outright lying in an official PR.
My guess is that while they may have talked informally to a couple of sites, none of the real ground work had been conducted when that PR was released.
FPFV will almost certainly be PR'ed. Let's see when that occurs.
