I wrote to PMCB Investor Relations and they responded

Fairly decent questions.

So what did the IR response tell ya?

Their answer to #2 is plain hilarious.

For #3, a misleading answer. The Sponsor goes to the pre-IND, proposing the IND for a particular Phase. In this case Phase 2b. The FDA "directs" or gives huge hints as to what they need to see in an IND.

Missing in action, and something that can be asked the next time...

Q: Did the FDA accept fully, and with no further questions or reservations, that the Lohr 1999 studies supports a Phase 2b. Supports skipping Phase 1, and Phase 2a? Bet that would get a tap shoe response.
