I like to describe it as Private-public partnerships, which I was part of helping to start 40 years ago when we put President Reagan into the White House. That started the process that led to a massive number of today's biggest firms by using Government funded DARPA and SBIR R&D and Private Non-Gov companies (publicly traded and funded) into doing JV's and partnerships to put US NASA and DARPA-Defense Advanced Research Projects Agency tech into improving lives and health and safety, and some of today's largest firms were able to be built, including the Internet, Internet giants and the Biotechs because of it.
That same model is what the State of RI is using and doing with SNPW.
